Those who govern local governmental agencies have a very high standard or accountability. In addition to the responsibilities borne by private entities, a government has a fiduciary obligation to steward it resources in the best interest of the public. Boards of public entities are responsibile to see that the entity has systems in place to ensure that resources are put to work in a way that best accomplishes the mission for which the entity was chartered and to demonstrate to its constituants that management has been faithful to its responsibilities.
